Power the Downer Detector
Place a charged power cell in the device.
Enter the Work Zone Without Setting Off a Revolver
Take a joy and head through the joy detector. Crouch right away so the constables are less likely to notice you.
Search Old Impounded Car
Grab the access card on a toolbox near one of the shockers and use it in the control room to open the metal door blocking the way forward. Pass through the door and forward a bit to find the polka dot car. Open its trunk and loot the suitcase.
Escape From the Work Zone
Head up the stairs to the left of the car and follow the railing (watch out for constables) to a hole in the gate, above the joy detector where you entered this area. Go through the hole to complete the quest.
