Obtained: During Chapter 2 you will visit Hee Ho Mart and meet a Masked Salesclerk. Afterwards, head to the Shibuya 106 Idolasphere and interact with the Masked Salesclerk on the first floor.
Defeat four Ironclad Cavaliers on the seventh floor to receive their Coarse Manes then head to Hee Ho Mart to turn them over to the Masked Salesclerk.
