Obtained: Talk to Hortense Ingalsbee in the Estates District in Byzantium.

Investigate the Retirement District
Head to the computer terminal where all the retirees were (near the Byzantium Freight Port Landing Pad). Use the terminal and select the option to unseal the door. Head through the newly opened door to transition to the Early Retirement District. Once inside, proceed forward and use the terminal at the end to consent. Head in and use the elevator to go down. Enter the next room through the large doors to discover a little secret.
Escape
Defeat the onslaught of robots then head straight across the chamber to the other side where a terminal will allow you to unseal the door. Use the hatch to the right of the terminal to escape into the Maintenance Tunnels. Head through this room with the friendly robots and on the right side there will be a barred door. Unlock it and go through the tunnels to reach the elevator.
Return to Hortense
Head back to Hortense and speak with her to complete the quest.
