Head to Sublight Salvage & Shipping in the northern section of the Groundbreaker and talk with Lilya on the 2nd floor (use the elevator in Sublight Salvage & Shipping to reach her office). She has a job for you, but you can’t accept it unless you have a NavKey for Stellar Bay (obtained from Gladys as part of the Passage to Anywhere main story quest). Accept the job when you can to complete the quest.
