Travel to Papaya Town in the Far Southern Islands Area to find Fortuneteller Baba. Speak with her to learn the location of some strong enemies that will be marked on your map. Head to each of the three locations in the ocean surrounding Papaya Town and defeat the groups of Frieza Force soldiers. With all the enemies defeated, return to Baba in Papaya Town and speak with her to complete the story.
