After the cutscene, defeat the Hooligan then wait for the objective to spawn again on the map. Head back to Wette Kitchen and approach Noboru outside the restaurant. You’ll have to wait again for the objective to reappear. When it does, head to the Bar District and approach the Sporting Goods Vender. After the cutscene, defeat Mizoguchi to retrieve the glove. Next, head back to Wette Kitchen to check in on Noboru.
