Head into the ruins to the below shown location where the Charred Crossing signpost is.
Approach the ! to the right of the signpost to trigger a dialog event. When it ends, defeat the large armored enemy that spawns. Afterwards, the quest will complete.

Head right into the next area to find a signpost. Continue right until you come across an !. As you approach it, a dialog event will occur. When it concludes, continue following the path right until you reach another !. After the cutscene, the quest will complete!

Loot the chest to receive the Large Scale then return to Hogan on Second Street and speak with him to complete the request.
