The Forging License allows you to create new accessories and armor using a Crafting Table in Rune Factory 5. The option to take the Craging License Certification is available after completing the First Directive task. When you’re ready to begin the certification, speak with Eliza and choose I’d like to make a Directive then Licenses. You’ll then be able to select the Crafting License for 200p. Doing this will result in you being asked a couple of questions that you’ll need to answer correctly. Those questions and answers can be found below. After that, you’ll be able to purchase a Crafting Table from Studio Palmo for 10 Material Stone, 50 Lumber and 3000G.
