Locate The Anarchist
Follow the objective to northern Highway 97 northeast of the Volcanic Legacy Scenic Byway Nero Checkpoint. Head towards the wooden building and inspect the body inside.
Knock The Anarchist Off His Bike
A high speed chase ensues. Chase behind the Anarchist, shooting at him as you get close. As you near the bridge, he will throw a Molotov at you, which you will need to dodge. When you do enough damage, you will knock him off his bike.
Restrain The Anarchist
Approach the Anarchist after you knock him off his bike to trigger a cutscene.
