Travel to the Fallen Palace and make your way to the Blue Sky Altar. Once there, head to the ruins directly in front of you and interact with the ? on the platform between the columns to learn this recipe.

Purchase the Crystal Blessed by Spirits rumor from Horst at the Cafe then travel to the Scar of the Land. Make your way to the area called Pierced Ruins and loot the harvest points until you find Spirit Crystal. Once you obtain Spirit Crystal, the recipe will unlock.
Velvetis
To learn this recipe, obtain a Rainbow Puni Fluid from a Rainbow Puni. Rainbow Puni can be found in the Ruined Workshop which is reachable via the Mining Cave in the Sealed Temple.
