Obtained: After completing The Shattered Bracelet I, head to Central Plaza to trigger a cutscene.

Talk to Ophern in Uptown
Speak with him.
Find the Bracelet Fragment at the Blazing Fields
When you head into the middle area of the Blazing Fields, you’ll find a shiny object on the ground. Interact with it to trigger a fight. Defeat the Hellhounds to receive the Bracelet Fragment.
Go back to talk to Ophern in Uptown
Speaking with him will complete the quest!
