The container is located near the valve on the east side of the road choke on a table.

The container is located near the valve on the west side of the road choke on a table.
3. Storage Container
From the previous chest, head north down the stairs to find the container sitting on the metal walkway near the railing.
Data Pads

The data pad is sitting on a wooden spool next to some tires containing missiles on the southwest side of the road choke.
