Uptown
Head to Uptown to trigger a brief cutscene then defeat the 3 groups of Noises there. With that task complete, a cutscene will trigger. Next, make your way to the Migmie shop in the Residential Area and speak to Livann when you’re able.
F165 – Council Room
After the cutscene, make your way to F165 – Council Room to trigger a cutscene.
