After completing the In Search of a Home standard quest, listen in on the two conversations around Li Garte Prison then head to a rest spot and discuss the Life in Li Garte Prison topic. Doing this will unlock the Prison Refurbishment standard quest in Xenoblade Chronicles 3. Please note that Segiri is required to be in your party for this quest.
For the first task, speak with No. 6 in the Central Cell. Afterwards, travel to the Pentelas Region, specifically Vista of Rhonnar landmark. Once there, approach Wheelideeli on the southeast side of the search area. Next, fast travel to the Warning Tree landmark in the Low Maktha Wildwood then make your way to the next objective. Upon your arrival at the objective, you’ll need to defeat the Level 55 Staahl Gogol guarding the item. After you defeat it, retrieve the item then return to Wheelideeli. Speak with him then return to Li Garte Prison in the Cadensia Region and approach Wheelideeli to complete the quest.
