Obtained: After completing Thrust to the Future side story, Tiki will send you a Topic. Read the Topic then travel to Bloom Palace and speak to Tiki.
After you accept the side story, head to Central City Street in Shibuya and proceed just a short ways south to enter Cafe Seiren on the right side of the screen to trigger a cutscene. Afterwards, you’ll send a Topic to Tiki then head to and enter the Idolasphere in Shibuya 106. Teleport to the third floor then head up the stairs to reach the fourth floor and find a girl in the boss room. Speak to this girl and after a cutscene head back to Bloom Palace to check on Tiki.
