Take Down the Dark Summoner
Head to the stairs leading to Bar Heidrun in Shinsando then speak with the Gloomy Lady wearing a red jacket with black pants. Afterwards, travel to the East Shipping District heading for the second area past the first gate. You can find the target surrounded by shipping containers. Speak with him and choose “I’m not going anywhere” and then “You crossed a line” to kick off a battle. He’s level 8 and accompanied by a level 8 Jaki Gremlin. Summoner Rock is weak to physical attacks while the Jaki Gremlin is weak to fire. After you defeat Rock, return to Saki to complete the request.
