You must free her in order to earn the Help a Friend Trophy.

Loot the telephone box key from the shed behind the gas station.
Next, head to the tower near the shed and hack/tear into it if you can to cause the signal to go down. The police will then begin looking for you, when facing the back of the gas station, head to the left side passing the racks of tires then swipe the van’s keys from the table the police were sitting at. Next, head to the driver’s door and open it to get the handcuff keys. Return to Zoe to free her from the police!
Don’t Have Abilities
Loot the simple hose from the shed behind the gas station.
Next, loot the empty gas can leaning against the giant red barrels.
Return to the van and use the items to siphon the gas. Afterwards, head inside the gas station and purchase matches for $2.
Make your way next to the telephone box behind the gas station and interact with the pile of cardboard boxes to ignite them.
