Head on over to the Carriers Guild and speak with Driscoll.
Make 2 delivers to the marked locations
Next, travel to Garrison and make your way to the objectives near Teak Windmill and Juniper Windmill.
Return to the Carriers Guild
Travel back to Driscoll and speak with him to complete the quest.
