This is a guide on the Arrow Sector Cleanup 3 directive in Soul Hackers 2. You can start it after completing Subway Line 14 during the main story.

Reward: Witch Doctor’s Mark x5
Defeat 9 Nekomata
Head to Arrow Sector 3F and make your way to the northernmost part of the area. There you will find the Nekomata enemies you’ll need to defeat near the Gate 3 portal. After taking out 9 of them, the directive will complete.
