The ark chest and two storage containers are located on the second level of the tallest building.

The data pad is located on the ground by the doorway (right in the above picture) on the first level of the tallest building.
2. Data Pad
The data pad is located on a blue barrel on the second floor balcony, which is on the south side of the tallest building.
