Head to M Side Cafe in the Kamuro Theater and talk to Yosuke.
Find Judge Creep ‘n Peep in the Hotel District
Head to the Hotel District and use your drone to locate the pervert scaling the side of the brown brick building. Talk to him to trigger a fight and continue to shoot him with your drone until he submits.
Defeat Judge Creep ‘n Peep
After you knock him off the wall, he will engage you in a normal fight. Finish the battle to trigger a cutscene. Case closed!
