Go to Showa Street and Look for Hiyama
Choose to help the poor girl out and head to Showa Street to trigger an Active Search Mode. Hiyama is wearing a red jacket, has a blue backpack and is standing on the right side of the street.
Tail the Target: Hiyama
Follow behind the target. When he squeezes through an alley, wait for him to pass all the way through, because he will turn around when he emerges. After a brief cutscene, continue to follow Hiyama until he stops in front of a store with the cow statue in front. Hiyama will briefly pause and then continue his walk. Follow behind Hiyama until he stops next to Wild Jackson. Jump over the blue ledge and confront Hiyama.
Defeat Hiyama
Finish the battle to trigger a cutscene. Case closed!
