Talk to Petra at Chainscrape
Travel to Chainscrape and make your way to the tavern to find Petra. Speak with her!
Talk to Marsa at the Signal Tower
Head northeast of Chainscrape to find the Signal Tower and speak with Marsa, who is on a bridge. Speaking with her will complete the quest.
