Defeat 9 Mad Gasser
Make your way to the Soul Matrix Saizo Sector 1F and head for the Saizo Sector 1F Gate 1 portal. You can find the Mad Gasser enemy in the area around it. After you defeat 9 of them, the directive will complete.
