Follow Mike to Spring Creek Preschool.
Grab The Key
Head towards the corpse in the suit next to the bookcases and loot the key.
Enter The Courthouse
Follow Mike a short ways to the courthouse.
Go To The Commissioner’s Office
Head up the stairs and enter the door on the right to trigger a cutscene.
