Head to the Survivor Camp east of Golden Forest and speak with Junshin (man in white outfit).
Speak with Masako
Talk with Masako in the Survivor Camp.
Travel to the Ariake Lighthouse
Head north along the coast to find the lighthouse.
Defeat the guards
Kill all the enemies!
Join Masako at the top of the lighthouse
Head into the lighthouse and climb the stairs to the top to complete the tale.
