How to Start The Council Divided Quest
To begin The Council Divided faction mission in Borderlands 4, speak with Levaine in Carcadia after completing the Enter the Electi Part 2 side mission.

Find weapons crates
After accepting the quest, head to Pain Street. Once there, locate the crates in the upper section of a ruined building.
To open the crates, shoot them and listen to the Accidental Evidence ECHO Log.
Reach sea base
Next, travel slightly northwest to receive more information then head northeast to the Tariffton Harbors.
Get boomsticks
To stop the ripper ships, you’ll need to get three boomsticks. The first boomstick can be found on the west side of the area next to a TV.
The second boomstick can be found to the southwest of the area.
The last boomstick can be found in the center of the area.
Find detonator
The ripper detonator can be found on the southeastern side of the area. To reach it, you will need to jump to the ladder from the tall structure across from it.
Attach bombs
You’ll need to place two bombs at each location:
Southern Objective
Eastern Objective
Northern Objective
Reach signal booster
Return to Tariffton Harbors and take the elevator on the eastern side of the structure to find an elevator.
Use that to reach the top where the signal booster awaits. Once you’ve located the signal booster, attach a detonator to it.
Detonate bombs
From the signal booster, turn around and use the grapple point to reach a ledge containing a lever.
Pull the lever, Vault Hunter!
Kill Meat Meat’s crew
Jump down from the ledge then take out Meat Meat and his crew! Afterward, loot the “A Sweet Betrayal” ECHO Log from where he falls. The mission will then end!
