The Josiu Shrine can be found in The Legend of Zelda: Tears of the Kingdom at the North Necluda Sky Archipelago after completing The North Necluda Sky Crystal shrine quest.
Head inside the shrine and loot the chest on the main path to receive a Large Zonai Charge. Continue up the stairs to reach the altar. Examine it to receive the Light of Blessing.
