How to Start the Starfield Liquid Assets Mission
To start the Starfield Liquid Assets mission, you must first complete the Distilling Confidence mission. Once that’s time, wait for some time to pass the return to Nyssa again at her bar, The Viewport, at the Spaceport in New Atlantis. She’ll mention that she needs some serious capital to expand her business. After some back and forth, you’ll request that you talk to Walter about becoming an investor.

Talk to Walter Stroud
Travel to the Lodge, locate Walter, and speak with him. When prompted, choose the “I have an investment opportunity for you” option to bring up Nyssa’s request. Walter usually doesn’t entertain this request but will make an exception for us. He’ll then request that you travel to Neon and speak with his wife to get things underway.
Talk to Issa Eklund
Return to your ship (or use the starmap) and set a course for Neon on planet Volii Alpha in the Volii system. Once you’re there, head for the entrance to the Astral Louge and use the elevator there to reach Stroud-Eklund Corporate HQ. You’ll then want to go to the show floor and speak with Issa. Tell her the phrase that Walter told you to, and she’ll provide more background on Walter. She’ll then conclude by saying she’ll start drawing up the paperwork.
Talk to Nyssa Marcano
Return to Nyssa at her bar to let her know Walter is in. Then, she’ll mention the need to find another investor so that Walter doesn’t have all of the power. You’ll then have the opportunity to invest 10,000 credits of your own. Do so, then confirm that you want to invest several times to complete the mission. You’ll be given some credits and EXP as a reward.
