To start the Seeking the Ideal Waterfront subquest, you’ll first need to start the For Whom main quest. After doing that, go to Viscint in Menancia and then walk down the road toward the Towards Niez map transition. Talk to the little girl about halfway down that road.

Listen to the Troubled Child’s Story
Speak with the girl who will ask Kisara if she’s ever seen a fish swimming in the water. Alphen will then bring up her dream of building a fishing pond, suggesting now’s a good time to scout out the perfect location.
Scout Possible Locations for a Fishing Pond in Viscint
Go to Viscint (you’re probably there already) and head to the west side of the town past the Inn. Talk to Drashin to start a quick event that makes Kisara think that Viscint isn’t a good place for the pond.
Scout Possible Locations for a Fishing Pond in Messia 224
The next potential pond location is Messia 224 in Cyslodia. When you arrive, go south from the campfire and talk to two men who are arguing near the path. This will start another event where the pair decide that this location isn’t suitable either.
Scout Possible Locations for a Fishing Pond in Ulzebek
To reach the final stop on the pond location journey, go to Ulzebek in Calaglia. When you arrive, go to the southeastern corner of the village (south of the Crimson Crow’s HQ) and talk to the man in front of the makeshift garden beds. Although it’s a nice spot, it might be too tempting for people to swim in the hot sun instead of just using it to fish.

If you thought you had finished searching for a good fishing spot, think again! Head to Pharia Ranch in Menancia and talk to Bogdel. This will start a cutscene and finish the subquest.
