How to Start the Whom Gods Annoy Quest
To begin the Whom Gods Annoy quest in The Elder Scrolls IV: Oblivion Remastered, speak with Elsynia at Best Goods and Guarantees in Leyawiin about rumors of Rosentia Gallenus.
Whom Gods Annoy Walkthrough
Investigate Rosentia Gallenus’s House

Make your way over to Rosentia’s house, then head inside and speak with Rosentia. Inform her that you’ll assist with her Scamp problem to learn the details of her situation. Make sure to exhaust all of her dialogue options.
Speak with Alves
Once Rosentia has given you your task, travel to the Leyawiin Mages Guild (west of Rosentia’s house) and speak with Alves Uvenim. She’ll be wandering around somewhere inside the guild.

Alves will tell you that the only way to get rid of the staff is if someone else willingly accepts it. Furthermore, to break the curse, you have to return it to Darkfathom Cave. To make matters more fun, the person carrying the staff will also move much more slowly than usual!
Report back to Rosentia
Armed with the knowledge to help Rosentia, return to her house and speak with Rosentia to share what you’ve learned. You’ll also want to accept the staff on her behalf to take it back to the cave.
Break the Curse
To put an end to the curse once and for all, travel to Darkfathom Cave just southeast of Leyawiin.

Once you arrive, head inside and follow the main path (outlined in the image below) to reach the Shrine to Sheogorath.

At the shrine, you’ll need to defeat several enemies, including a Flame Atronach. After the area is safe, headup to the altar, open your inventory, and drop the Staff of the Everscamp.

Return to Rosentia
With the curse of the staff now lifted, travel back to Rosentia to share the good news with her. The Whom Gods Annoy quest will end, and you’ll receive the Ring of Eidolon’s Edge as a reward. This ring has the Fortify Block on Self and Fortify Blade on Self.
