How to Start The Forlorn Watchman Quest
To begin the Forlorn Watchman quest in The Elder Scrolls IV: Oblivion Remastered, speak with Varon Vamori about the Forlorn Watchman in Bravil’s Silverhome at the Water Inn.

Speak with Gilgondorin
In the Silverhome on the Water Inn, speak with Gilgondorin to learn that the watchman appears at Bawnwatch Camp every night at 8.
Discover the Truth Behind the Local Legend

Travel to Brawnwatch Camp, which is southeast of Bravil on a small island, and wait until 8 pm. When the ghostly form appears, follow him until he stops on a hill just east of Fort Irony.

Approach him, and he’ll speak with you!

Find the Mouth of the Panther
After talking with you, the ghost will return to looking across the lake. Hop in the water and head to where the ghost was looking to find the Mouth of the Panther, which is a shipwreck at the start of the Panther River.

Once you locate the wreck, enter the Broken Hull and make your way to the Emma May Upper Deck. A pair of wraiths will be waiting inside—clear them out, then head into the small side room from the main room with the multiple beds. The Log of the Emma May is sitting on the desk. Read it, then move to the trap door on the east side of the ship to reach the Emma May Mid Deck.
Another pair of wraiths patrols this level. Defeat them and continue through the next trap door to the Emma May Lower Deck, where you’ll encounter Gable the Traitor. Take down this final wraith and loot the Small Key from its remains. Use this key to open the door that the Wraith was guarding. Inside, you’ll find a shackled skeleton.

Activate it to release the skeleton. Grantham will then appear, thanking you for releasing him and telling you of a map. It’s located on the ground behind the beam that the skeleton was shackled to. Grab it before exiting the ship!
Find the Treasure
With the treasure map in hand, exit the ship and head upstream to find Black Dog Camp.

Once there, hop off the dock into the water and dive down to find a chest nestled against some rocks.

Loot it to get Grantham’s treasure, consisting of gems, gold, and the Sword Wounding weapon! The Forlorn Watchman quest will then be completed!
