Sneak into the Imperial Prison

Before heading into the sewers, make sure you have plenty of lockpicks as you’ll need to pick a hard lock to reach the target.

To find this mark, you’ll need to sneak into the Imperial Prison where he is being kept. You’ll also get a bonus for completing this mission without killing any guards. To begin, you’ll need to access the manhole just outside the prison walls. You can find the Imperial Prison in the northeastern corner of the Imperial City and the manhole referenced in the quest is the same one you use to escape at the beginning of the game. It’s marked on the map, east of the prison as the Imperial Prison Sewer. Head there and use the key to unlock the door. You’ll then want to head proceed through the sewer to reach the prison.

When you arrive at the gate with the hard lock, once you’ve picked it, follow that path to the end and head through the door there, leading to another area of the sewers. You’ll then need to head down a flight of stairs, across a make-shift stone bridge, and head through a doorway on the right.

Follow the hallway and take a right once you exit it. You’ll then want to take the next right, heading through a small hallway leading to a room with some stairs on the right. Climb up the stairs and locate the ladder at the top leading to the Sanctum. You’ll need to pick its average lock to reach the Imperial Subterrane.

When you arrive, you’ll hear two guards talking as soon as you load into the hallway. Wait for them to finish their conversation, then follow behind the guard head through the doorway straight in front of you.

Next, take a left and head up the stairs, then through the doorway just beyond that. Be careful and make sure to approach the stairs from the right side, jumping up to the level they are on. If the guard spots you, then he will alert the others. Remember, you must complete this quest without killing any guards to earn the bonus.

don't get caught!

In the next area, you’ll take right and go through a hallway at the other end of the room. You’ll need to be careful because a guard patrols this area and will attack you on sight. He can be anywhere from here to the prison door, so be mindful of that.

When you emerge from the hallway, there will be a table on the left with a silver dagger and a Legion Helmet if you’re interested. You’ll then want to head through the doorway on the west side of the room. Take the stairs up and follow the path left to find another door. Head through it and follow the path to reach the door leading to the prison. Again, if you haven’t run into the guard yet, chances are his around this area.

only a few more doors to go

Kill Valen Dreth

Follow the main path to reach your cell from the beginning of the game and your target… that smart ass inmate from the adjacent cell! Wait for the guard to finish talking and walk off before making your presence known. Exit your old cell, then take a left and head for the table at the end.

You’ll find a key to open Valen’s cell and another for the prison there that you want to grab. Return to him and speak with Valen if you wish. Either way, kill him to complete the contract.

Return to the Dark Brotherhood Sanctuary

You can exit the prison by heading up the stairs to the right of Valen’s cell. Use the key you grabbed to unlock the door and head through. You’ll then be able to leave. Return to the Dark Brotherhood Sanctuary to report the deed done to Vicente. You’ll be rewarded with 100 gold for completing the contract, and if you get the bonus, the Scales of Pitiless Justice. The scales enhance your Strength, Intelligence, and Agility at the cost of your Personality. The quest will also be completed.
