How to Start the Paranoia Quest
To begin the Paranoia quest in The Elder Scrolls IV: Oblivion Remastered, simply enter Skingrad and Glarthir will approach you, requesting that you meet him at midnight behind the Great Chapel.

Meet Glarthir
Wait until midnight then head behind the Great Chapel in Skingrad and speak with Glarthir to see what he wants. During your conversation, he’ll ask you to spy on people. Agree to help!
Spy on Bernadette Peneles
Head to Glarthir’s house at 6 am to follow Bernadette as she goes about her day. As you begin to follow her, Dion will stop you and ask why you’ve been asking around about Glarthir. We told him “Just curious about him.” and he gave us a warning about Glarthir and wants us to tell him or any of the guards if Glarthir asks you to do something strange.
From her house, Bernadette will head to the church then to the vineyard where she’ll work in the field. Once she’s done in the field, she’ll work behind Tamika’s house. After a long day of working, she’ll head home. We saw no evidence of her spying on Glarthir.
If you speak with her, she won’t tell you anything about Glarthir unless you can persuade her. You’ll need to get her disposition up to 60.
She’ll tell you that he’s a bit odd, but she always thought he was sweet. Lately, though, he has been stranger than usual. She also believes that he’s following her since she sees him every morning on her way to Chapel. She tries to say hello, but he always pretends not to hear.
Wait until midnight then meet Glarthir to report on Bernadette. He’ll give you 150 gold for either confirming or denying that she was watching him. If you confirm his suspicions, he’ll be overjoyed. If you deny that she was spying on him, he’ll be surprised and ask if you were sure.
Spy on Toutius Sextius
Now, Glarthir will want you to spy on Toutius Sextius. Head to Toutius’ house near the East Gate and wait until morning to follow Toutius as he goes about his day.
For us, he left his house at 9:15 then made his way to the Castle Skinyard County Hall. After spending time there, he’ll go home. About an hour later he’ll emerge then exit the West Gate and hop on his horse for a leisurely stroll. When he’s done, he’ll return home. Again, we saw no evidence of spying.
If you speak with Toutius, he won’t even know Glarthir’s name. Furthermore, he’ll say that he’s never spoken to him, but believes that Glarthir hates him due to the strange looks that he gives him.

Spy on Davide Surilie
Head on over to Davide’s house, which is right next to Glarthir’s. About 7 am he’ll leave, so follow him to the vineyard where he’ll work. When he’s done working, he’ll return home. Once he emerges, he’ll return to the vineyard. After he’s finished working, he’ll rest in a barn then return home. Yet again, we saw no evidence of spying.
If you speak with Davide about Glarthir, he’ll say that he’s a bit touched in the head but is a good, quiet neighbor.
Report back to Glarthir
Wait until midnight then meet Glarthir behind the church.
Told Glarthir No One Was Spying on Him
If you tell him that Davide is not spying on him (and also denied that the others were not spying on him), he won’t believe you and decide that you’re in on it, too! This will then result in him becoming hostile and you’ll need to kill him. Be sure to loot Glarthir’s Key then head to his house and use the key to get in. Inside, you’ll find a BUNCH of chests to loot!!!
Told Glarthir Someone Was Spying On Him
If you tell him that Davide is spying on him, he’ll give you 200 gold and a List of Death with all the names of the people on it that you told him were spying on him. For each person you kill, he’ll give you gold.
Alternatively, you can give the list to the guards by selecting the “He needs to be arrested” option. Follow the guard to witness Glarthir’s arrest. Glarthir will not come peacefully and the guard strikes him down. Be sure to loot Glarthir’s body to get the key to his house in which you’ll find a BUNCH of chests to loot!
