How to Start the Mystifying Case of the Midnight Marauder

To begin the Mystifying Case of the Midnight Marauder task, you’ll need to travel to Fairfield at Eden’s Paradise Island and speak with Loss Prevention Officer Warren on the northern side of town near a vending machine.

He’ll be the guy wearing a cowboy hat. He’ll tell the commander that food is going missing from the greenhouse and that he’s seen someone leaving it late at night. Officer Warren will then ask the commander for their help in tracking down the culprit.

Help LPO Warren Track Down the Missing Goodstuffs
After speaking with Warren, enter the building he’s standing by and interact with the terminal inside. Make sure to check all the messages to learn about a hidden cellar controlled by the terminal. If you have Hack 3 and a Bypass Shunt, you can enter Administrator mode; otherwise, you’ll need to find the Administrator Code.
Locate a Code to Unlock Administrative Controls
To find the code to unlock the terminal’s administrative controls, locate the fridge in the corner of the room and head over to it.

If you look at the ground in front of it, you’ll spot a Scrap of Paper that you’ll want to pick up.
Enter the Cellar
Return to the terminal and interact with it, then use the Access Administrator Controls option. This will give you the option to Unseal Cellar. Do so, then exit the building and head to the west side. There you’ll find that the side of the building has opened, revealing the entrance to the cellar. Use to reach the cellar, where a cutscene will trigger.

You’ll now be speaking with Sentinel Lorenz of the Protectorate, who will mention that apples were an odd thing to die for. If you exhaust her dialog options, you’ll be able to infer that they are starving and that they are ready to die for their cause.
If you want to talk them down, you’ll need either Observation 2 or Speech 2. Otherwise, you’ll be forced to gun them down (that is also an option if you have the skills).
Towards the end of the conversation, LPO Warren will head down to back you up. Whatever the choice, you’ll have the same dialogue with him at the end that will complete the quest. You’ll then be free to loot the cellar, which contains a new High Security Lockbox for your ship’s dispenser and some bits.
