How to Start the EX Treasure Garb of Winds Quest
To begin the EX Treasure Garb of Winds quest in The Legend of Zelda: Breath of the Wild, you must first purchase the Champions’ Ballad DLC pack. After completing this, the quest will start automatically.
If starting a new game, you must progress the story until you receive the paraglider. After doing that, trigger a loading screen by entering any shrine (or something similar). Return to Hyrule, and the quest should start.

Find Misko’s EX Journal 2 in the Deya Village Ruins
To find the location of the Garb of Winds, you’ll need to travel to the Deya Village Ruins in search of Misko’s EX Journal 2, which has the information we seek. You can find the ruins on the northwest side of Lake Hylia. If you happen to have the Dueling Peaks Tower unlocked, you can fast travel there and glide down, heading southwest.

When you arrive at the village ruins, look for the remnants of a house along the shoreline. Make your way inside and look at the leaning section of the wall to spot the journal resting on some debris.

Interact with it and flip through all of the pages to receive a clue about the gear:
“The blue garb of the hero who controlled the wind and traveled the ocean is where the Menoat River was born.“
This will provide a hint as to where you can find the chest containing the Garb of Winds.
Find the Garb of Winds in the Menoat River
To uncover the Garb of Winds, head to the Menoat River in the Faron region. This river flows south of Lake Hylia. The journal clue mentions the blue garb being hidden where the river was born.

Travel to the western side of Cora Lake, where the water is flowing out of the mountain, and use Magnesis to scan the water’s surface for a hidden EX chest. Once you spot the glowing outline, pull the chest ashore and open it to obtain the Island Lobster Shirt, which is styled after the tunic worn by the Hero of Winds from The Wind Waker.

This completes the treasure hunt and adds another piece of DLC-exclusive gear to your collection.
