The Outer Worlds 2 Ascent in the Howling Tower

To reach the Skycutter, you’ll need to cross the Bridge of the Reverent and head west. It’s the giant building with all the windmills! When you arrive, let yourself in through the front door.

Once inside the Skycutter, head down to the Ground Deck level, where you’ll find a locked door. If you have Lockpick 3, then you can unlock it; otherwise, you’ll need to track down the key card. It can be found on the west side of the room on Warden Captain Beauregard near the workbench. Be ready, as there are a couple of raptidons wandering around.

Warden Captain Beauregard

While you’re near the workbench, interact with the bulletin board to start the Who Else But Us side quest. It revolves around you collecting IDs from fallen wardens in the Skycutter to open a chest. If you need help locating the bodies, please refer to our Who Else But Us guide!

After unlocking the door, you’ll find yourself in a viewing room with a broken window. Climb through the window and head for the northeastern corner of the room, where you’ll find some stairs leading up. Be mindful of the mechanicals in this room that will attack you.

After taking the stairs, you’ll need to make your way up the Skycutter using stairs and ladders along the way. There will also be some raptidons that you’ll need to fight off as well.

Pitchball Card: Chris Stanick – On Deck 4, you’ll find this card on the rolly table on the southern side of the level.

When you reach Deck 6, head to the elevator in the center of the room to find the remains of Cadet Warden LaRue. He will have the Skycutter Lift Override Key that you will need.

Grab it, then interact with the terminal perpendicular to him to restart the lift. You’ll then have to fight off three waves of raptidons as you wait for the lift to reach you.

Once it arrives, take the lift up to Deck 7.

Pitchball Card: Conor Walsh – After exiting the lift, loot the container on the right side of the path to find this card!

On Deck 7, head through the door straight ahead to return outside. Interact with the corpse of Warden Engineer Hwan to loot the Control Panel Schematics off of her.

You’ll then want to interact with the terminal at the end of the walkway. With the schematics, you’ll be able to send a power surge to the Vox Relay, which will damage some of its defenses.

Before leaving the tower, interact with the circuits on the wall between the door and the terminal. You’ll be able to retrieve the unique melee weapon, Thunderstruck.

Return to Officer Kaur

After sending the power surge, return to Kaur at Town Hall in Fairfield to let her know the deed is done. This will complete the quest, and you’ll be rewarded with EXP, bits, and the unique Karu’s Korroder pistol.
