Hikari is on a quest to take back his home. During Hikari’s Chapter 4 in Octopath Traveler II, he’ll travel to Stormhail, seeking Rai Mei’s help to defeat Mugen. Please note that the recommended level for this main story is 39.
Stormhail
After you gain control, head north to reach Stormhail: Bridge. Afterwards, travel east across the bridge where you’ll be treated to a boss fight.

Castle Mei: Gallows
Head up the spiral stairs to reach Lady Rai Mei. Shortly after, you’ll engage in a boss fight. First, defeat her two retainers. Once you do, you’ll be able to deal damage to Rai Mei.
