Untaxing the Poor Quest Guide – Oblivion Remastered

How to Start the Untaxing the Poor Quest

You’ll begin the Untaxing the Poor quest in The Elder Scrolls IV: Oblivion Remastered automatically during the Independent Thievery Thieves Guild quest!

Untaxing the Poor Walkthrough

Armand of the Thieves Guild has tasked you with recovering the tax records and taxes collected by the Imperial Watch. They are being held by an overzealous Captain named Hieronumus Lex in the South Watchtower.

Recover the Tax Records and Taxes

For this part, we found it better to break in during the day. If you go in around 10 am, most of the guards will be asleep, and the captain won’t be there, which makes the whole thing a bit easier. Just make sure to be in stealth while interacting with the ladders to ascend each floor.

Travel to the Imperial City Temple District and head to the southeastern corner to find the entrance to the South Watch Tower along the wall.

Head inside and look to the right to spot a ladder. Use it to reach the Southeast Watch Barracks (which is considered trespassing). In the next room, there will be another ladder on the left that will take you up to the next floor.

Once you take that ladder, to the left will be one more leading to the South Watch Captain’s Quarters. You’ll need to pick a hard lock to access it. Inside the Captain’s Quarters, look to the right to see a funny-looking desk up against the wall. It will have another hard lock you’ll need to pick. Inside are the Waterfront Tax Records and the gold you’ll need to swipe.

Bring the Tax Records and Taxes Back to Armand

With the tax records and gold in hand, report back to Armand. He’ll let you keep the gold you took back as a reward, and the quest will be completed.
