To begin the The Case of the Mystery Rations side quest in The Outer Worlds 2, speak with the Associate Field Manager Huguenard at Winter’s Grasp on Cloister.
The Case of the Mystery Rations Walkthrough
Shake Down the Sub Rosa Finagler for Info
Travel to the dock southeast of Winter’s Grasp and make your way to the end. If you have Observation 4 or the Sickly trait, you can interact with a crate outside of the lift to learn that Sub Rosa is tied to the crabble food.
Advanced Decryption Key: Make sure to grab this key, which is right next to the Crate Full of Mysterious Rations.
Head inside and use the lift to reach the top. Speak with Sub-Finagler Peoria Quebecker when you get there.
If you have discovered the information, you can use that to cut right to the chase; otherwise, you’ll need to go through some dialogue.
Eventually, you’ll need to persuade her with the Renegade background, Speech 11, or pay with 500 bits. She’ll then tell you that she sold graft parts to the Protectoate as imitation crabble meat. She’ll also hand over an audio module (triggering the Confessions of a Sub-Finagler task quest).
Return to Associate Field Manager Huguenard
Head back to Huguenard at Winter’s Grasp and speak with him. Tell him that you shook down the Sub Rosa agent, then tell him about the Crabble graft parts. He’ll laugh and let her keep doing her thing. This will complete the quest, rewarding you with some XP and bits.
