How to Start the Imperial Corruption Quest
To begin the Imperial Corruption quest in The Elder Scrolls IV: Oblivion Remastered, speak with Luronk gro-Glurzog in the Imperial City’s Temple District about the corrupt Imperial Watchman.
Imperial Corruption Walkthrough
Speak with Jensine

Travel to the Imperial City Market District and speak with Jensine in Jensine’s Good as New Merchandise shop about the “Corrupt Imperial Watchman”.
Find a Watch Captain
Exit the shop and speak with any Imperial Watch about the “Corrupt Imperial Watchman”. You’ll then be able to ask him where can you find a Watch Captain. He’ll tell you of Hieronymous Lex. Make this quest active to hunt down Hieronymus Lex.

Once you find him, speak with him about the “Corrupt Imperial Watchman”. He’ll say that he doesn’t have time for this and direct you to Itius Hayn.

Again, hunt down Itius. When you find him, speak with him about the “Corrupt Imperial Watchman”. He’ll be willing to arrest Audens if you can produce two witnesses.
Speak with the Witnesses
The only victims you know are Ruslan, Luronk gro-Grurzog, and Jensine. Head to the Market District and speak with Jensine in her shop about “Testify against Audens Avidius”. She’ll absolutely refuse!
Next, speak with Ruslan in the Temple District about testifying. You’ll need to get his disposition up to 80 by persuading him. You’ll then acquire your first witness who is willing to testify!
Afterwards, track down Luronk in the Temple District. You’ll need to get his disposition up to 75 by persuading him. He’ll then agree and you’ll have your second witness.
Arrest Audens Avidius
Wait 24 hours and the quest will automatically update stating that Audens Avidius has been arrested. The quest will then complete.
