How to Start the Corruption and Conscience Quest
To begin the Corruption and Conscience quest in The Elder Scrolls IV: Oblivion Remastered, speak with Mariana Ancharia inside the Cheydinhal Bridge Inn and ask her about the fines.
Corruption and Conscience Walkthrough
The guards have been imposing heavy and unfair fines on the townspeople of Cheydinhal. It appears to have begun when the new Captain of the Guard, Ulrich Leland, assumed office.
Speak with Llevana Nedaren
Find Llevana around Cheydinhal and speak with her about the fines.
Speak with Garrus Darelliun
Travel to the Cheydinhal Castle County Hall and speak with Garrus about Ulrich Leland. Unfortunately, he won’t speak with you until you persuade him. You’ll need to get his disposition up to at least 60.
Convince Aldos to be a Witness

Aldos can be found wandering around Cheydinhal. Speak with him about Ulrich Leland, follow him to his house, and listen to him argue with the guard.
Bring Ulrich to Justice
After witnessing the altercation, speak with Llevana. She’ll want you to lead Ulrich back to her house, where she’ll deal with him. Return to Garrus in the castle to see what he thinks about how to handle this situation. He suggests you sneak into Ulrich’s quarters to look for incriminating evidence.
You’ll now have to make a choice: side with Llevana or Garrus.
Garrus’s Way
Exit the castle and enter the Cheydinhal Castle Guard Barracks along the castle wall to the right. Once inside, open the door to the left by the stairs using Ulrich Leland’s Key.

Read the Suspicious Letter on top of the book atop the set of drawers to the right of Ulrich’s bed.

Now that you have the Suspicious Letter, return to Garrus to hand it over.

Garrus will then run off to tell the Count, and wants you to meet him at the Cheydinhal Bridge Inn, which is next to the west gate, in two hours. Make your way there, then head inside and speak with him to learn that Ulrich has been imprisoned and that Garrus will become the new Captain of the Guard. Afterward, the quest will end, and you’ll receive 150 gold.
Llevana’s Way

You can find Ulrich walking around the main path near Llevana’s house. Simply speak with him then lead him into Llevana’s house and watch the events unfold.

Essentially, she’ll use a paralysis spell, rendering him immobile, and unleash some rats to feast on his helpless body. Loot his corpse to find a bunch of keys, a silver battle axe, and some chainmail gear.

Speak with Llevana afterward. She’ll want you to tell Garrus what transpired, so make your way back to the castle and report the tale to him. He obviously wasn’t happy with the method of removing Ulrich from his position, but would not tell the Count of our involvement. Furthermore, he said he would vouch for Llevana to receive a lesser sentence.
Wait two hours then travel to the Cheydinhal Bridge Inn, which is next to the west gate. Head inside and speak with Garrus to learn that Llevana will receive a reduced sentence. Additionally, he will be promoted to Captain of the Guard. The quest will then end, and you’ll receive 75 gold as a reward.
