How to Start the Totem of Rightful Rulership Quest
To begin the Totem of Rightful Rulership side quest in Avowed, pick up the Golden Plaque of Promises near the top of the Lighthouse west of Claviger’s Landing.

Find Clues About the Locations of the Remaining Fragments
Purchase the Fragments of the Scales from Sanza’s Makeshift Emporium in Northern Paradis for 500 gold. This item is a map that provides information on the locations of fragments for Woedica’s god totem.
Find the Fragments
Golden Scale of Justice
Overlooking booths where goods are sold, this balcony leads to order’s hold.
You’ll find the totem inside a building on the northern side of the Market District. To reach it, you’ll need to jump to the balcony with an art easel. Head inside the building then defeat the Phantoms lurking within.
Afterward, you’ll be able to grab the chalice near a fallen bookshelf.
Unbar the door on the ground level to get out.
Golden Flames
Atop the isle of wicked outlaws, flicker golden flames of a glorious cause.
This fragment can be found on a hilltop overlooking the water below in Castol’s Folly.
Golden Plaque of Oaths
Below death’s grip so icy and cold, await ancient oaths cast in gold.
Travel to Usher’s Hand east of Paradis in the Southern Embrace and look for some ruins.
Between the fallen columns, you’ll find a metal grate. Shatter it with an ice attack or the Eye of Rymrgand grenade. Drop down to find the fragment!
Golden Scale of Order
In Dwarven halls ‘neath mountain shroud, the Strangler’s justice can still be found.
This fragment can be found in a nest atop the Pargrun Cache. You’ll need to work your way through this building until you reach the topmost floor. From there you’ll be able to access the outside where this bird’s nest awaits!
Broken Crown Jewel
This golden crown’s stolen gem, can be found in the emporium.
You’ll find this fragment in Sanza’s Emporium in Northern Paradis. To find it, enter the back room to the left of the counter. You’ll find it on the desk straight ahead.
Totem Core / Scales of the Oathbringer
The Burned Queen’s totem patiently waits admidst ruins of the heathens she hates.
Head to the Shrine of Woedica then make your way up to the altar. You’ll find the Scales of the Oathbinder there on a pedestal.
Restore the Scale of the Oathbinder
Travel to any party camp and find the stone with candles on it. Interact with the bottom right section to place the base of the totem. Once you’ve done that, place all the fragments on it to trigger an event. Once it concludes, the quest will complete. As a reward, you’ll receive buffs from each of the fragments you received.
