How to Start The Returned Cultist Case
To begin The Returned Cultist Case quest, speak with Neve at the Lighthouse after completing the Blood of Arlathan main quest and speaking with Solas.

The Returned Cultist Case Walkthrough
For this quest, travel to the Cobbled Swan in Dock Town. Once there, speak with Neve to begin.

After your conversation, go to the red barrier in Shoreline Passage and inspect the body in front.
Afterwards, follow Neve until you come across some Venatori. Take them out then enter the nearby warehouse.
In the Condemned Warehouse, you’ll need to find the secret entrance. To reveal this entrance, pull the lever on the post up the ladder.
Head on through then follow the path. You’ll come across some more enemies in the Sanctum Lusacan. Take them out then keep moving.

When the cutscene ends, continue heading forward until you reach Aelia. During her boss fight, you’ll need to first break the Blood Shield by taking out all the red crystals and killing all the enemies. You’ll need to do this a total of 3 times to eliminate the Blood Shield.

Once the cutscene ends, so will the quest.
