For the Whale of Fortune quest, speak with Ashley on the Sandras during Chapter 10.

Whale of Fortune Walkthrough
For this quest, you’ll need to explore the Rogue Sea in search of a beluga. Make your way to each of the green objectives and use your spyglass to see if you can spot one! Unfortunately, you won’t.
After examining all of the objective markers, a new marker will appear in the north central part of the Rogue Sea. Travel there and use your spyglass to find the beluga!!
Now that you’ve satisfied Ashley, the quest will complete and you’ll receive the Spirit Necklace!
