To begin the Slay the Beasts: Haze quest, read the Hugill’s Letters: Brutish Beast Intel 2 during Chapter 9.

Slay the Beasts: Haze Walkthrough
For this quest, you’ll need to find and slay a group of dangerous beasts that has been showing up in the Marine Triangle.
Travel to Haze Island then make your way to the Depths where you’ll find a group of mushrooms. Wipe them out!
Afterwards, the quest will complete and you’ll receive a Panacea Formula III.
